Not that he deserves one, but in his defense I read this comment on reddit:
A large part of this increase is due to the fact that the Electronic Benefit Transfer system, which gives recipients their aid via cards that are similar to debit cards, was required to be implemented by all states by 2002. As people realized the stigma of paying with food stamps had disappeared, more people who qualified would be likely to sign up, resulting in a considerable increase in food stamp recipients during the Bush administration.
I'm not sure how much of a factor this was, since EBT has existed since the 80s, so there might have already been many states using it before it was required.
Some of the increase is the result of more people who need help actually getting it, which is a good thing.
